What is actually behind it?
As the EU increases its own climate targets and many non-EU countries have less stringent climate policies, there is a risk of a so-called leakage of CO₂ emissions. The EU''s Carbon Border Adjustment Mechanism (CBAM) is a tool to put a price on carbon emitted in the production of carbon-intensive goods entering the EU and to promote cleaner industrial production in third countries. The CBAM will initially apply to imports of certain goods and selected raw materials:
- cement
- iron and steel
- aluminum
- fertilizer
- electricity and hydrogen
